GOVERNANCE

Rules we enforce are rules we publish.

Every standard ITBR holds its members to is documented in full and freely available here. No hidden requirements, no verbal understandings, only written, versioned, publicly accessible governance. 

All documents are reviewed annually at the minimum to ensure relevance and most up to date codes for our breeders

Members agree to the newest version of the Code of Ethics, Code of Practice, Code of Conduct and all governance documents by being an active member of the ITBR

All documents are version controlled, current version is always the one on the ITBR website

MEMBER CONDUCT

Code of Conduct

Sets out behavioural expectations for all IITBR members in their dealings with other members, buyers, the public, animals and the organisation includes the breach fine scale, quarterly membership rules, public directory requirements and Facebook group conduct standards.

BREEDING ETHICS

Code of Ethics

Defines the ethical standards of breeding practices for all ITBR members across all four registry types. Covers health testing obligations, genetic incompatibility, registry type integrity (including HC and Developing Breed), and the rational for each standard.

OPERATIONAL STANDARDS 

Code of Practice

Minimum standards of accommodation, health management, record keeping and operational compliance. Includes the full Pedigree Registration Types framework covering all four registry types, generation progression and Main Vs Limited Register.

HEALTH SCIENCE

Genetic Compatibility Guidelines

Specifies which genetic combinations are and are not permitted, how carrier animals can be used safely. How compatibility is assessed for Heritage Health Certificate litters across two base breeds.

FEES

Fee Schedule - 2026/2027 Financial Year

Current fees for all membership types, registry applications, litter registrations, pedigree transfers, Heritage Certificates, Developing Breed programs and administrative charges. Reviewed annually effective 1st of July each year.

Registry and administration layer


What is required to register animals and litters how fees are structured, and how recognised organisations are assessed for pedigree transfer purposes.

When governance documents conflict the more specific document prevails over the more general. Where ITBR standards exceed applicable state or territory legislation, the higher ITR standard applies. Where legislation requires a higher standard than ITBR, the legislative requirement prevails. Members are responsible for monitoring legislative requirements in their jurisdiction.

BREACH AND FINES

Financial penalties apply to confirmed breaches

In addition to formal disciplinary proceedings, ITBR imposes financial penalties for all confirmed breaches of any governance document. Fines are applied on top of, not instead of, warnings, suspension or membership cancellation.
