ITBR was founded by people who believe that health transparency should be universal, not reserved for dogs of certain pedigree or breeding purpose.
WHAT ITBR IS
A private registry with public purpose
ITBR is a privately operated breeding registry for dogs and cats, operating across all Australian states and territories. We are not affiliated with any state or territory government body, nor with other breeding registries or any other national peak organisation.
We are in an independent registry which means our standards are set by our governance documents, not by political consensus between clubs. Our Code of Conduct, Code of Ethics and Code of Practice are published in full and apply equally to every member regardless of what breed they keep, what organisation they may have belonged to previously or whether their animals have traditional pedigree documentation.
ITBR defining feature is its four registry type framework. We are the only Australian registry that formally accomadates full pedigree animals, extension pathway animals health-tested 1st generation cross animals and formal developing breed programs under the one roof, with the same non-negotiable health testing standards to all of them.
What ITBR is not

A government authority. ITBR has no power to issue Breeder Identification Numbers or equivalent state-mandated registrations. These remain with state and territory government bodies.

A closed registry. ITBR accepts applications from breeders regardless of their previous organisation membership, provided they meet our health testing and governance requirements.

A free for all. Standards apply to every registry type, including Heritage Certificate. There is no pathway into ITBR that bypasses health testing.
FOUDING PRINCIPELS
What we were built on
These principles are embedded in every governance document ITBR has produced.
Health is not a marketing claim
Health testing is a condition of registration, not a badge members can display if they choose to. Every breeding animal on every registry type must have completed all applicable compulsory tests before any mating. No exceptions.
Crossbreds deserve standards too
Poodle cross Golden Retrievers, Pomeranian cross Huskies and other first-generation crosses are produced in enormous numbers in Australia. ITBR's Heritage Certificate exists because those animals deserve to be born of tested parents, even if a traditional pedigree registry won't touch them.
Health is not a marketing claim
Every ITBR certificate shows the parent animals' DNA health test results. The registered breeder is publicly listed. There is no thing hidden between an ITBR pedigree and the person buying the animal.

The complaints process is open to buyers and the public, not just other members. Fines apply to confirmed breaches. The breeder directory is updated monthly. Accountability is built into how ITBR operates, not promised in a mission statement.

HOW WE OPERATE
Governance and administration
ITBR is governed by a committee that sets policy, reviews Developing Breed applications, oversees the formal disciplinary process, and approves all changes to governance documents. The committee's decisions are final on all registry and disciplinary matters.
Day to day administration - processing applications, issuing certificates maintaining databases, updating the public breeder directory and managing the ITBR Facebook community groups. All of which is handled by the ITBR's administration team.
All governance documents are publicly available on this website at no charge. ITBR does not believe in hidden rules.
